Is it true that more U.S. currency circulates outside the U.S. than inside the U.S?

Yes. U.S. currency serves as local currency in many foreign countries. According to Federal Reserve Board Governor Lindsay, more 100 dollar bills circulate in the former Soviet Union than anywhere on earth. Current estimates range as high as 220 billion dollars in $100 bills are in Soviet hands.
